The
Government of Uttaranchal (GoUA), through the Watershed
Directorate (WMD), has initiated the process of preparing
the Uttaranchal Decentralized Watershed Development
Project. The word Decentralization was included to emphasize
that the Project is in accordance with the State policy
of adopting a decentralized approach i.e., administrative,
financial and political decentralization to village,
local governments and for the Panchayat Raj Institutions
(PRIs) to have a more meaningful role in planning, implementation
and management of economic activities in the rural areas.
The Gram Panchayats (GPs) shall, therefore, be the primary
project implementation agencies in the field. |

Focus
: - |

The
primary focus of the Project is to improve the productivity
of natural resources and increase incomes (largely derived
through agriculture) of rural inhabitants in selected
watersheds through socially inclusive, institutionally
and ecologically sustainable approaches. This proposed
objective encompassess three themes :- |

Community
Participation in Watershed Development & Management;

Strengthening
administrative capacity of the Panchayats at district,
block and Gram levels to manage Project financial resources,
implement sub-projects and deliver legally mandated
activities and to sustain these services beyond the
duration of the Project; and |

Ensuring
equitable participation by all groups especially the
landless and the women. |

Approaches

The
project is designed to assist the GoUA to implement
its watershed development programmes applying the principles
entailed in the recent Hariyali Guidelines. In the course
of Project Implementation, it is expected that modifications
will be required to the implementation methodology and
GoUA may subsequently choose to revise the guidelines
for its own purposes. The WMD has a broader mandate
to influence policy on watershed management and development.
As the institution responsible for implementaion of
this project, WMD will be able to transfer knowledge
and experience to watershed programmes implemented by
other line departments. |

Outcomes
: - |

This
project has started in February 2004 and continues till
now. The monitoring and evaluation (M&E) of ongoing
programs are guided by the WDM in Dehradun. A Deputy
Project Director (DPD, M&E) heads a six member team
responsible for initiating and coordinating ongoing
monitoring of project implementation and to conduct
impact studies. |
